The provincial framework outlining the regional approach to COVID-19 says any area moved up from the red or control designation would go into lockdown, described as a modified Stage 1 or pre-Stage 1.
Implement widescale measures and restrictions, including closures, to halt or interrupt transmission, the framework states.
Among the specific measures before cabinet are restricting capacity at retail outlets, including malls, but not closing them in the weeks before Christmas. Also under consideration are closing barbers, hair salons, nail salons and gyms.
We have some difficult but necessary decisions to make, Ford said Thursday.
Those difficult decisions have already likely been taken. Still, Fords regular 1 p.m. update will likely be held later Friday afternoon. His last few cabinet meetings have seen heated debates over the measures under consideration and delayed his media appearances.
Any measures approved are expected to be implemented Monday and remain in place until Dec. 21, days before Christmas.
